Washington and Broderick Lighting and Safety Project

Community Development Block Grant funding was used to support the Washington and Broderick Lighting and Safety Improvement Project. The purpose of this project was to improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods by replacing and updating street and traffic lights, upgrading and adding pedestrian push buttons at various traffic signals, and installing video detection and traffic signal cabinet upgrades. This project meets the CDBG Low/Mod Area Benefit Objective because it will primarily benefit low-income residents of Census Tract 101.01 and will improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods.

North Riverwalk Trail Extension Project

On August 4th, 2023, the City of West Sacramento was awarded the APWA Project of the Year for the Trails and Parks category for the North Riverwalk Trail Extension Project. The Capital Improvement project extends the Riverwalk Trail a half mile north from the I Street Bridge. This beautiful trail allows residents to experience the levee on a smooth, paved path suitable for pedestrians, bikes, and scooters. The project also includes nearby street improvements on 3rd and C Streets with enhanced lighting, landscaping, and pedestrian crossings. These amenities were originally approved through the Washington Realized Strategic Plan several years ago and are much anticipated for the neighborhood. This project is funded by the Community Development Block Grant and a Congestion Mitigation and Air Quality Grant.

Program Overview

The City of West Sacramento receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The goal of the CDBG Program is to develop and maintain viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities for persons from low- and moderate-income households.

In accordance with program guidelines, the City must develop a five-year Consolidated Plan and an Annual Action Plan for every year of the Consolidated Plan that outlines the goals and objectives regarding how the City will expend its yearly CDBG allocation. The City of West Sacramento has been awarded CDBG-CV funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) from the United States Department of Housing and Urban Development (HUD).

The Community Development Block Grant Coronavirus Response Supplement (CDBG-CV) will support the critical community needs related to the COVID-19 pandemic. The CDBG-CV Program has three national objectives. Each proposed activity must meet one of these national objectives:

  • Provide a direct benefit(s) to low to moderate income persons
  • Prevent or eliminate slum or blight
  • Address an urgent need or problem within the community

Funds awarded under the CDBG-CV Program must be utilized to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, housing assistance payments for rent, mortgage, and utilities, meal and medicine delivery, job training, health services for infectious disease response (testing, diagnostics or other services), purchase equipment, supplies, and materials necessary to carry-out public service that is related to the coronavirus.
